There's different kinds of weird. You can have weird instrumentation or like the Cramps be weird lyrically (or both). I think Devo and some of the Stranglers stuff would qualify as "weird".
As Mark E. Smith of The Fall once said: "You don't have to be weird to be weird". With you on the Stranglers and Devo, plus Gary Numan, and the aforementioned Fall. And at the extreme end of the scale is early Cabaret Voltaire – Red Mecca is so weird it's scary.
